SELECTED RESUMES

In an attempt to acquaint interested parties with the background of John Richard Medina & Associates, Architects there follows brief resumes of the principals involved in the design and management of the proposed project.

John Richard Medina was an Assistant Professor in the School of Architecture at the University of Miami responsible for lecturing in the area of design, advanced technology, and material sciences. He had a secondary appointment in the Department of Civil and Architectural Engineering, and was chair of the Technology Department for the School of Architecture. While actively involved professionally with Construction Research Laboratories in Medley, Florida, he consulted, supervised testing and wrote numerous case studies on the behavior of construction of significant buildings and other structures. He was involved with Israel Berger Consulting Engineers in New York city as a Senior Consultant. He was responsible for the supervision, inspection and coordination of the exterior envelope and erection of skyscrapers under construction in and around New York City.

John Medina’s experience and qualifications include his work as a design and technical consultant for high-rise buildings in the United States and in Europe, for firms such as Kohn-Pederson-Fox, Architects for the Canary Wharf Project, London, England.

Mr. Medina was the Project Manager of the Miami Beach Convention Center and the Jackie Gleason Theater of the Performing Arts prior to his appointment at the University of Miami. The Miami Beach Convention Center was the single largest project awarded that year in the state of Florida. The project budget was $55,000,000 for the 1,000,000 Sq Ft. Convention Center.

John R. Medina left the University in 1992 to dedicate himself completely to the practice of Architecture. He had an active architecture practice while at UM. He supervised the production of drawings for designs he produced from his office and consulted as a designer for colleagues for significant projects during his tenure at UM. COMPUTERS AND ARCHITECTURE

In the past few years, computers and CADD have irrevocably changed the way that architectural drawings and drawing data are created, revised and archived. Computers provide an excellent means for capturing and managing the database of information that each project represents. This is only possible when they are used from the outset by architects experienced with the project type and the features within the applicable phase. JRMA, and our team of consultants have extensive experience in the use of computers as a design, production and documentation tool on public and private sector projects having diverse functional requirements and of significant size and complexity.

ADDITIVE PROCESS

Programming and building design is an additive process, information is continually being added, detailed and refined. We start the development of a CADD based project database during the design phases to facilitate the planning, design, analysis and documentation of the differing requirements of overlapping project phases. Our use of CADD and other computer based data base management software allow the planning documents themselves to be developed further in the design phases. Subsequent production of the construction documents by the computer is only one benefit of the approach.

ARCHITECTS AS KNOWLEDGEABLE COMPUTER USERS

Our architects and architecturally trained designers and technical personnel are knowledgeable experienced computer users. The architects and other professionals working with each of our clients gain advantage from the abilities of the computer to store, retrieve and manipulate information. There is no need for translation from hand drawings at different stages of the project.

IMMEDIATE ELECTRONIC ACCESS

Through the use of electronic transfer of information, all members of the project team have immediate access to information, regardless of their physical locations. High speed modems, facsimile machines and electronic mail when applicable, allow the transfer of tremendous amounts of information within minutes. The use of standard DXF and DWG format for CADD, common word processing and spreadsheet software eliminate potential data transfer problems and significantly enhance our ability to provide all team members with current, up-to-date information throughout the entire design production and construction projects phases.

COMPUTER CAPABILITIES

JRMA has an excellent in-house staff experienced in the use of ACAD Release 2000, in all project phases with a high degree of proficiency, and in additional software programs such as, CorelDraw, MasterSpecs, and various scanning, word processing and spreadsheet programs.

COMMON ELECTRONIC DATABASE

Through the utilization of CADD for the work, a common electronic database is developed as the project proceeds. All of the computer work of the Architect and consultant team is constantly maintained and updated. Information is continuously provided to all team members, ensuring that all members work from a common and current base of information.

SCHEDULE CONTROL, EXPERIENCE AND ABILITY

DESIGN SCHEDULING CONTROL PROCEDURES:

We believe in a strong management orientation in the execution of our projects. Large complex projects are as much, or more, of a management challenge than a technical challenge. Good organization and staffing, as well as strong leadership are all important to strong project management. In addition, there must be good project controls and procedures to monitor the progress of the project and facilitate communications among the project team, including the client. With respect to the flow of design activities, we have a computer based system for estimating the required man-hours within each technical discipline. This system will allow us to monitor actual hours expended verses hours budgeted, and tracks the project’s progress versus man-hours expended. The elements of this system are as follows:

BUDGETING MAN-HOURS:

Prior to the start of the detailed architectural and engineering design activities, each of our team members will review the scope of work and criteria affecting its discipline; and working with the project manager, will pre-plan each component of both preliminary and the final construction bid documents. With the knowledge of approximately how many drawings and specification sections will be involved as well as the complexity the work involved, and based on past experiences with similar work, we are able to determine the number of hours required to complete the work and the most effective manpower distribution.

TECHNICAL PERSONNEL CHARTS:

These estimates are used to forecast staffing and to schedule technical manpower requirements in advance of the actual need. To do so, we use a working tool we call the Technical Personnel Chart. The report is computer generated and updated on a monthly basis. This system enables us to forecast manpower needs by discipline far enough in advance to ensure that the proper number of qualified architects and engineers are available to meet the project’s requirements. Proper staffing is vitally important in maintaining the project design schedule and controlling timely submittals at each phase.

MONITORING CONSTRUCTION SCHEDULE:

Following the award of the construction contract, we will participate and assist in preparing and conducting a pre-construction conference with the selected contractor and other interested parties involved in the execution of the project. Topics to be highlighted at this conference will include the identification of the Owner’s and A/E team’s contact persons throughout construction, the establishment of information, submittals, and lead times required during the construction period. SITE VISITS. In addition to the A/E’s participation in the pre-construction meeting, designated project team members from each of the disciplines involved will attend and participate, on a regular basis, in construction progress review meetings with the client’s representatives, the contractor and other interested parties, for the purposes of monitoring the progress of construction work and timely completion of same in compliance with the requirements of the contract for construction. To insure the successful execution of the project design and all requirements under which the contract for construction is awarded, the A/E team will have experienced professionals performing on site observation during the entire construction phase. Following established procedures for the observation and recording of the construction activity, the A/E team construction observation representatives will monitor the contractor’s adherence to bid documents and the quality of the work being performed.

CODES AND PERMIT PROCEDURE KNOWLEDGE

Codes and their interpretations can have a significant impact in the shaping of the design of any project. Our team specializes in the design of municipal and public oriented facilities of the nature and type being considered here. Our experience includes an extensive number of building types designed for corporate clients and various municipalities in South Florida and other counties within the State of Florida. As a result of this experience and our long professional involvement within the State, we are intimately familiar with the requirements and permitting procedures of the applicable zoning and building codes having jurisdiction over the project being contemplated herein, inclusive but not limited to the following:

QUALITY ASSURANCE AND QUALITY CONTROL

Quality control is fundamental to the success of any project. Our view of quality control is very broad. It starts with criteria establishment and systems development and extends through detailing, coordination, and field supervision. Procedures and standards generally insure that details are well controlled without neglecting the broader issues. Our concerns address both the details and conceptual issues.

Quality control is an ongoing function of project management, initiated at the very beginning of the project and maintained throughout construction as well as the post occupancy period. The first task in the quality control process, although one not widely recognized, is that of understanding the client’s program. The results from the completion of that task establish very important design criteria, which are the corner stone to the successful completion of the project. It should be performed at the beginning of the project prior to the development of preliminary building concepts.

The technical ability of the team, coordination, and communication are important aspects of the quality control procedure which ensures that the bid package is properly defined.

Our team of professionals is experienced and qualified in all types of corporate, municipal and public oriented projects. It is the responsibility of this team is to minimize errors and to permit only the release of a quality product at each submittal point during the design & production process.

All data associated with each submittal, including design analyses, current working drawings documents and technical specifications is thoroughly reviewed prior to issue.

We ensure that each drawing and specification meets the Owner’s and project’s requirements, and all applicable codes and budget limitations. Schedules are carefully kept and constantly monitored to ensure strict adherence and timely compliance with established project completion milestones. All architectural, engineering and specialized consultant disciplines involved, are required during all project phases to maintain constant communications and to submit progress documentation in order to prevent errors and oversights.

METHODS FOR SITE REPRESENTATION AND INSPECTION

PROGRESS REVIEW MEETINGS

Following the award of the construction contract, we will participate as construction managers. As Construction Managers we would coordinate prepare and conduct the pre-construction conference with the selected contractors and other interested parties involved in the execution of the project.

SITE VISITS

In addition to the A/E ‘s participation in the pre-construction meeting as described above, designated project team members from each of the disciplines involved will attend and participate on a semi-monthly basis, or as may be required, in on site construction progress review meetings with the client’s project representatives, the contractor and other interested parties for the verification of compliance with the requirements of the contract for construction. To insure the successful execution of the project design and all requirements under which the contract for construction is awarded we will perform site visits at appropriate intervals during the entire construction phase of the project. Following established procedures for the observation and recording of the construction activity we will monitor and keep the clients representatives informed by issuing reports indicating the overall progress of the construction, the contractor’s adherence to bid documents and the quality of the work being performed.

In addition to our team’s methodology indicated above in providing on site observation and inspection, other key services to be provided by our firm as well as the individual members of our team, throughout the entire duration of the construction phase include the following:

SHOP DRAWINGS

Pursuant to the requirements of the bid documents, the A/E team will receive, review and process all necessary shop drawings to ensure the complete and timely fabrication and installation of all the required project components. We will maintain throughout the entire construction phase, a comprehensive shop drawing submittal schedule indicating all shop and coordination drawing, samples, warranty, submittals, and any other information necessary to ensure a timely and quality installation.

SUBSTITUTIONS

During the acceptable period stipulated in the standard front end general conditions for the construction contract, the A/E team will review and evaluate contractor proposed substitutions for strict compliance with the design intent, functional and quality requirements, as well as cost implications relevant to the originally specified product or project component.

CHANGES

As the client’s consultant for the design and construction observation of the project, the A/E team will review and evaluate proposed additions, deletions, revisions, claims or change orders submitted by the contractor. We will provide recommendations as to the impact on the project cost and completion time schedule. Subsequent to the review and approval by the client, we will prepare written change orders for approval by the client and execution by the contractor.

CLARIFICATION OF CONTRACT DOCUMENTS

During the entire course of the project’s construction phase, the A/E team will prepare and issue for review by the you the Client, supplementary information in the form of drawings and or written text, for the purpose of clarifying any of the project’s construction contract bid documents or circumstances arising out of the Construction progress.

TESTING

To the extent necessary to monitor and insure conformance with the contract documents requirements, the A/E team will recommend and or review performance tests of equipment, materials, building systems and components, reporting the results of such tests and the overall compliance with the intent and requirements of the project bid documents.

CONTRACTOR’S PAY REQUISITIONS

Based on the approved schedule of values, detailed as to labor and materials cost for each project component, the A/E team will review and evaluate the contractor’s periodic and final payment requests for work. After review and evaluation of the accuracy of the request for payment and subsequent resolution of any differences between the Contractor’s and A/E’s construction completion estimates we will issue a recommendation for the execution of such payment requests.

SUBSTANTIAL & FINAL COMPLETION

Upon written notification by the contractor that the construction is substantially complete, the A/E team will conduct a pre-final on site inspection of the work, generating for distribution to the client, and the contractor, a comprehensive “punch list” of all incomplete or defective project components, together with an estimate of the value of same organized by architectural and engineering discipline. Upon the conclusion and on site verification that the project is “substantially complete”, we will issue notice of same for the client’s review and acceptance.
Similarly, utilizing the same procedure as indicated above and upon written notification by the contractor that all incomplete or defective items listed in the “punch list” have been completed in accordance with the contract documents, the A/E shall issue a certificate of “final completion” for the Board’s review and processing of the contractor’s final payment.

RECORD DRAWINGS

After the completion of the project construction, the A/E team will prepare and make available to the client if agreed to in advance, reproducible record drawings of the Project incorporating all “as-built” information as provided by the contractor.
